Cellceutix (CTIX) announces a new corporate name,
Innovation Pharmaceuticals, that it says more accurately reflects its pipeline.
I think they changed it for the reason outlined above. I don't think there was any expectation this would force shorts to cover and stated so at the time.

BTW the rule change made by the SEC in 2009 that you include in your post has had virtually no effect on naked shorting. T+0 should be the rule of the day. The SEC should be ashamed and be forced to answer for the Madoff exemption. https://search.yahoo.com/search?ei=utf-8&...991_012518
