I agree that Nationwide cannabis is more and more acceptable all the time, but Trump plays to his base, so he has to ask himself will he turn off many of his base if he legalizes cannabis. I believe that what he'll do is sell it to his base, or try to, before actually taking the action. If he hits a stone wall, say with the Evangelical's, he might back off. Hopefully the FDA approval of a drug that's cannabis based gives him the support of saying, the benefits of cannabis is undeniable in certain applications, so I believe we need to work with it rather than banning it.
I certainly believe you're right, something will happen before the election and it will be more than legislation on hemp which looks like it will be passed. The question might be, does Trump advocate for the legislation or write an executive order, or does he sign the legislation into law, without actually advocating it, essentially saying he won't defy the will of Congress in this case. I'm uncertain what action works best with his base.
