Turbo, have you ever been a moderator of a stock board? From my experience only an Administrator could possibly find the ip address and I'm not even sure they can locate them.
So, no, moderators do not have the tools to locate an ip address of a poster.
By the way, moderators are volunteers and most of the time its a thankless, irratating job.
