freezing Cuban assets for compensation

Section 108 reports. Over the course of at least 15 years, to my knowledge these important reports about Cuban bilateral relations with other nations have rarely, if ever,
been provided to Congressional oversight committees. The President is supposed to report to the Congress annually about bilateral economic relations that Cuba has with
other nations as well as Cuban foreign debt servicing. This data can be used for many things including tracking trafficking in properties subject to certified claims, securing
cooperation from allies in U.S./Cuba policy matters, freezing Cuban assets for compensation, including victims who have judgments against Cuba, and much more.
