Nothing can be done so no use in trying to analyze whats going on. Everyone holding TPAC is stuck with no way to exit. TPAC has never been a legitimate business and never will be. Bill simply ran his pump and dump until it no longer was profitable for him. His ICO was his final hurrah unless he can come up with another scheme to lure in new marks.
As for the filings that was Bills way of keeping the note holders at bay. He never renegotiated the debt he knew by not filing they could not dilute. By doing so it allows insiders to dump their shares first.
