IMO, that means institutional investing because retail doesn't know jack sh**, probably not even as much as those of us on this board.
Why hasn't institutional invested? They don't have to yet. Why take any chance when they will make a killing after first major deal signed? Many of us are mavericks wanting to gain possible generational wealth and put up a lot of money to secure a lot of shares at excellent prices. Professional money just needs a good return so no need to pull the trigger early.
Nothing is carved in stone. I believe our chances for major success are darn near a certainty, but there is always the chance something could come about to throw a wrench in the whole situation, and thus "the market" is sitting by biding their time. But watch what happens when the first major deal is signed, or possibly, after very positive P results are announced.
