3. Huge accumulation (barely any selling considering the STOP)
Matt cannot release any information prior to the STOP being removed. If he does a Caveat Emptor label occurs. Doesn't mean he hasn't been working on $BCAP, but it does mean he can't report on those activities for now.
The next piece of information from $BCAP will be the Quarterly Report followed by the Attorney Letter, after that $BCAP is Current and any information on $BCAP activity can be PR'd.
The next financial filing due after that is the Annual Report (due date: March 31, 2013 -- 90 days past the Quarter end for Annual Reports). That can be extended a further 15 days (April 15, 2013), before its past due.
That's the basic "PR window" in the event of $BCAP between reporting periods.
