Maybe this was the hold up. Shala has concessions locked in which is great. The ministry numerous times mentioned Shala as their biggest or one of.It seems we are locked in but might have to pay for some infrastructure. Maybe that is the holdup and their working it out in terms of who is paying for "what" public roads. Good article.
