Not entirely, not even mostly. Donnie Jr's meetings and everyone lying about their contacts with Russians is still driving the investigation.
And Trump's attempts to obstruct the investigation are every bit as serious and legally and politically fatal to him as were Nixon's attempts.
Do you have any sources that say most of the dossier is unsubstantiated rather than the reverse?
