As I have stated previously, all $TMPS has to do is recruit experienced military tanker / transport crews and bid for a contract.
With the ongoing "probe-and-drogue" air-to-air refueling shortfall - and the USAF "flying boom" tanker fleet having enough problems of its own for several years at least that it will be desirable to offload as many "probe-and-drogue" requirements as possible - $TMPS should have no problem getting a $20M > $30M per year contract as their only competitor with less capacity (Omega) has for years. There are more than enough requirements for both contractors.
Also, as $TMPS is already a DoD contractor for a variety of technically demanding, niche, special operations support missions, they should have no problem obtaining security clearances and they will be well known as an employment option to military retirees.
