I did some quick eyeballing on the data and I generally see 30-50% on those stocks during their run-ups, flat periods, and down cycles. I took the liberty of plotting out ANET in November 2017.

In both cases with polar opposite stock performance we see the 30-50% range almost every day. I just can't seem to find a case where FINRA short volume has any correlation with price or short interest. Also, these are both very healthy/wealthy companies. Obviously they are not targets that could be bankrupted by shorts. ANET saw a couple days during the run at or near 60%. Everyone here seems to see the value in IPIX short volume but I just can't make any thing from it.
