Big companies move slowly, Oracle is probably no exception. While we may be in a hurry for that PR, for Oracle it is probably one of many things they've done recently they would consider "PR-worthy". Unfortunately, that's just the way it is, and I agree, it isn't up to Rory, but rather Oracle's upper management to release it whenever they get around to deciding to do so.
