So Sept 2017 we found the winning bid news. with the last line in the article saying,

Winning companies for three HPPs should submit additional documents to the ministry to open the way for signing the final contract.

Now there is the news article you just posted saying the future projects will fill the void for lack of energy with Shala mentioned.

Word on the street is that the Final Contract was signed in March, and now the Energy minister is making references to support that.

Everyone can make there own conclusions, sometimes it takes a while to understand the process and the words make more sense a time goes on.

I say it's about Dam time. (Cliche)
