City government and school districts have large fleets. You'd think they would be perfect customers for distracted driving solutions.
Every one that I have spoke to believes it's a great idea. But it stops right there. Their solution for now is for employees to sign paperwork stating that they will lose their job if they are in an accident involving cell phone use. They are also relying on the free cell phone blockers implemented by the cell phone providers Public agencies don't have the same concerns about money that private corporations do. The reason is because it's not THEIR money but the taxpayers money. They have no interest in paying upfront for prevention because in the event of an accident, the TAXPAYER winds up paying for settled damages. Screwed up logic but every Risk Manager I spoke to said this exact same thing. They would rather play a game of chicken than allocate part of their budget for something that employees have promised not to do. Bad headlines only last for a couple of weeks. Government agencies continue to roll on, bad press or not. Private companies don't have that luxury.
So it's really up to the insurance companies to push the product on to the agencies in order to get them to use the solutions.
