1,755,710,075 is the total number of unrestricted shares that are freely trading, not the number of shares anyone has "cashed in". Those are the shares that some of us already own lol.
Yazbeck now owns 1,789,351,606 restricted shares, outweighing the entire number of unrestricted freely trading shares, which I believe was the main point of the form 4.
