It's true, to some Oracle may not be a Household Name Recognized, but the company is huge.

When Lockheed Martin was tasked with upgrading our 98 Dec/VAX Main Frame Computers in Range Saftey at the The Cape,
Someone screwed up. They Created the Oracle Database first, then Wrote the programs on top of it. It took a long time to upgrade the system
according to the USAF 45th Space Wing Specifications, upgraded to a Network Environment Nightmare. A Huge Problem was, there was an error in the DB they Built, with no way to fix it., without starting over from Scratch. By the time it was turned over to us, it took System Mangers hours everyday to Clean house to keep the system Operational for launching Rockets.
Lockheed Personnel were never given the Pin Code to access the Computer Room, we would have to let them in when the called for Access.
The Lockheed Project Magager would spend hours in the Room Staring at a 21 inch Monitor, after almost everyone left for the day trying to resolve the Problem.
One night the Lockheed Program Manager, left the room to use the restroom, when he returned he found a Picture on paper of a Target on his Monitor,

The 45th Space Wing should never dictate how to build a System, give the Contractor the System Specifications, and let them Design and build the System.
At one point the USAF wanted to tie our Classified System to the Internet so the information could be viewed from other USAF Bases.
