The problem with electronic record keeping is that if is often abused. Shares held in certificate form are not shorted against. When T+0 is in full force and effect every share will be accounted for at every moment in time, hence only legal shorting will be allowed. The smaller the pool of shares available to be shorted against both legally and illegally the greater the risk to those shorting the stock. Go IPIX!!!
