My grandma always said ....
if you don't buy something in a store you could be arrested for loitering. Waiting for a friend -- just buy a bottle of water or something and sip it while you wait. I've never been a fan of having others solve easy problems. Can't the manager nicely ask them to take off? I personally don't care for clerks in retail stores ignoring you while they look at their phones. Aren't they there to offer a service? But I am not black, and don't live in Philly so not sure what it is like there now. No problem with Starbucks closing all their stores to train their people to be respectful; black, white, yellow or disabled. My mom is in a wheelchair and has lots of stories of people ignoring her or closing doors in her face.
