I perfectly understand that "circumstances will not allow him to do so". Particularly, if those circumstances are a NDA or US Government Confidentiality Statement. The upshot of those two possibilities is that Mark does not have information release authority. The office for primary responsibility (OPR) does. Until the OPR grants it, if Mark shot his mouth off prematurely: the contract could be cancelled, SFOR could be sued for breach of it and in the case of the Feds, Mark could go to jail. I'm confident our prudent CEO does not want to risk any of that happening. So, it gets down to trusting our CEO less than a month longer (until 15 May). I can do that easily! I hope all readers can also. L&S SFOR.
