Phone calls first to set up appointments is still the preferred way of selling in government. Getting thru the assistants/secretaries is the tough part. There are other ways like showing at agency trade shows or showing up at board meetings. That gives you leads but you still have to close deals at later meetings. It's still so very cumbersome because so many people are in on the decision.
That is why sales reps are needed, for better or for worse. That's just the way it is.
