That's been my assumption, mighty quinn. Dealing with government regulations. But I thought the gist of the corporate announcement was that rollout would happen in Q1 even with the red tape they were expecting; it was factored in, in other words.
I do not have confirmation that this same red tape explains the delay. Hopefully that's the reason; it's the most reassuring one I can think of. I don't know for sure, though. That's why I'm hoping for an update/explanation.
