The only true "broken promise" was that of the Chinese financing, and the current management group wasn't to blame for it. Most of the so called "promises" were NEVER promises at all, only approximations based on what was known at the time of the responses, and they did that as a courtesy mainly to impatient flippers and a few long term doubters.
Bashers love to inject the word "PROMISE" where it never existed to enhance their negative posts. When it's done and ready it'll be announced and live. Until then it's a waste of effort, other than for bashers, to beat them up for a delay that wasn't likely caused by fault on the part of management anyhow.
