Remember that "Level 2" is NOT accurate, no matter whether you are looking at your broker's feed or if it's the https://www.otcmarkets.com/stock/IPIX/quote link. Some people have communicated privately to me this morning that they have orders in that are NOT showing up on any of the so-called Level 2's.
These are day orders -- in the past some people found that their good-til-canceled orders did not show up, but day orders DID appear. But, these are day orders that are not being displayed.
So please, do not make trading decisions based on the inaccurate Level 2 readings you may see.
