I don't know if the process for the cream is as simple as taking their base and adding the cannabis components and just whipping it up, but even if that's the case, the right equipment would be needed for doing it in commercial quantities.
I think it gets far more complicated in making the sublingual tablet. I believe the cost of the equipment to make the tablet is far greater than the cream. If in fact that equipment must be duplicated in each State, or Country where they wish to sell product the initial cost could be quite high if they cannot use existing equipment that's already there, perhaps for the manufacture of similar sublingual tablets that don't contain cannabis components. While this expense won't be paid by OWCP, as it's not their intent to sell the product themselves, it will cost their partners, and in some way it will effect how much the partner is willing to pay OWCP for marketing rights to the product in a given locale. I have no idea how much the manufacturing equipment may cost, but nothing is cheap when it comes to making drugs, and this is truly a drug, whether it's sold in a drug store, or a cannabis store, it still needs to be manufactured to essentially the same quality requirements.
