I imagine the blue film will be printed in cells corresponding to the micro-LED pixels pattern, with printed circuits for power. While the color filter is necessary to turn on or off a RGB color, the blue film individal cells could be programmed for a level of intensity from off (black) to bright.
Edit - so this is not a true micro-LED where each pixel is individually controlled. I see it as a hybrid that can be brought to market faster than true micro-LED.
