A company can get delisted from the exchange that they trade on, if they fail to meet the exchange's listing requirements.
However, QMC is not listed on an exchange with listing requirements, its stock is currently "quoted" on the OTC Market's Pink Sheets. To be quoted on the OTCQB, a company does need to maintain its filings current. But, the OTC pinks do not require its quoted companies to maintain their SEC filings current so not filing with the SEC does not get you "delisted" from the OTC. As long as the MMs are still willing to quoting a stock, the stock can continue to be quoted on the Pink Sheets.
If QMC had been listed on the NYSE or NASDAQ, then they would have been delisted for failing to file with the SEC, but they could then get quoted on the Pinks Sheets.
