Those that are selling shares they don't own that believe they can buy them back at a lower price to make money. It's like pass don't pass line on a crap table with your bet. There are criminal shorts who believe they can drive a company into the ground by selling non existant shares they don't own and never have to buy the shares back keeping 100% of the sale. The over the counter market is where startup companies needing equity sell their initial shares to raise capital and are very vulnerable to attack while they try to grow their company from research and development stage to the revenue stage. It takes an average of seven years for successful startups to make money many fail along the way for the vultures to attack.
