EPC is the engineering, procurement and construction contract that mmex clearly stated they were working through in previous PRs. It is a document/contract which lays out the entire project from beginning to end through a FEED process (jmjjw is a huge piece of garbage). The Front End Engineering and Design process will help the potential financier identify progress stages in which draws of financing can be made. It is typical of construction projects.
