Here is a thought, in some jurisdictions the government sees a new project starting that could benefit a lot of people and they want to get directly involved (perhaps sway votes in an election year?). So they throw money into a project by way of a grant. Wouldn’t it be nice if Congressman Hurd’s visit was to announce a grant?
