If you were trying to finance the construction of a store, or farm to raise cannabis, what bank would consider lending you money when your business might not be considered legal after October.
I know California is working on banking legislation that would permit banks to function with some assurances in this area, but I don't know that Session's wouldn't try to go after it, even if he can't touch those working with medical cannabis.
This was better than nothing, but far from Congress doing what's right. I do however believe that the DEA at the recommendation of the FDA could actually reclassify cannabis without Congressional action. I would suspect that Congress might actually like that as it would eliminate action's like today's happening every so many months. The question may be, would such actions permit recreational use, or purely medical.
