Background - per my earlier posts - and applicability to $TMPS.
The Airbus A330 Multi-Role Tanker Transport (MRTT) - the world's state of the art MRTT with 51 ordered and 28 delivered to significant air force customers like the UK, France, Australia, Saudi Arabia and the European Defence Agency - originally won the USAF replacement MRTT competition over 10 years ago.

Despite the fact that it would have been partly manufactured in the US by an EADS / Northrop-Grumman consortium, vested interest in Washington got the project cancelled and the competition rerun with changed parameters so that Boeing could win. 10 years on, Boeing has still failed to deliver a single operational MRTT - hence the rant from Sec AF and the current USAF tanker fleet problem.
Due to a shortfall in USN/USMC "probe and drogue" tanker aircraft, some of the existing fleet of USAF "flying boom" tanker aircraft have to be used with adaptors to refuel "probe and drogue" receivers.
Any contractor who is able to provide "probe and drogue" tankers will be able to get continuing contracts annually to refuel USN, USMC and foreign military aircraft on exercise in the US that use this system so that USAF tankers with adaptors don't have to be used and can concentrate on USAF "flying boom" tasks.
The only current contractor in the USA is Omega - $TMPS will be the second with the same number of aircraft but more capacity with better aircraft.
In the UK, a Private Finance Initiative partnership provides the RAF with it's entire MRTT fleet for about GBP1M / $1.4M per day on average over 25 years. This model may be adapted by other air forces going forward.
$TMPS could always buy the proven A330 MRTT to expand its' fleet when finances permit after a few years of lucrative contracts.
