Discouraging people from putting in stink bids is helpful to the manipulators.
When those low-price bids are in, the manipulators who want to walk the price down on 100 share trades have a problem. They can't walk it down on 100 shares if there is an order in by a real buyer.
So yes, why would someone tell people not to put in low-price bids which would support the stock price? Gee, it's a mystery.
