I live as far west in Florida as most and during daylight savings, it is light by 7:00 am. I know because many mornings I schedule a 7:20 Tee-Time and am out on the driving range before 7:00.
As far as the reason kids are going to school in total darkness here is that some of the school districts have elected to begin classes at 6:15 am, with the kids being released by noon-thirty.
