Yeah, this underscores my belief in the Peter principal. Government bureaucrats rose to their level of incompetency to make those stupid decisions. Now that so much info & money has been stolen, I can only hope their bosses have finally listened to the "whiz kids" in IT and fired or retired the dinosaurs who did not realize the gravity of the threat.
