I have a question. Why is PDXP only trading at .0

I have a question. Why is PDXP only trading at .001? I thought the grey market was all about matching like trades. I've watched ABHI which also went to greys and it showed some volatility before settling in on a price, and even there it goes up or down a tick. Shouldn't two parties (buyer/seller) be able to execute a trade at whatever price they agree upon? Is PDXP being held hostage here to help shorts cover? Is this legal? Does the Company, or interested parties have any standing for litigation?
