Its not usable at the moment yes. It will officially become null and void in April if they de-list.
MMEX has said that they are in the final design and engineering phase of the CDU, and we saw VFUELS corroborate. MMEX also said that is what is needed before financing can be settled. Hopefully that 220mil is going to finish that process.
