Yep, hunters can't use them. I used to hunt pheasants, Here in Minnesota we had to put a plug in our guns so we could only have 3 shells in the gun for pheasants. I don't see a need for them. If i belonged to a Chicago drug gang, yes. I see no reason why our government has not banned them.
