You are going to have to explain to me how anyone can force a buy out. I think OWCP is well positionef to prevent a forced buy out. They have 2 million cash reserves, and only a 3rd of availabke stocks are issued according to the last filings.
According to Hirsch they are financrd tgrough 2018.
