1) Issue a Press Release that suggests that something of value may be readily accesible to the public; for a price of course.
2) Issue a follow-up Press Release that suggests that allegedly knowledgeable people have been added to the company as either consultants or direct employees with experience in the particular field of endeavor.
3) Present an image of a POSSIBLE new technology that MAY advance the R&D ability of the company so that the company is not accused of misrepresenting its capabilities. After all, R&D does NOT guaranty or even suggest that the end will be successful, only that it will cost money to pay salaries, etc.
4) Set up a R&D scenario that intimates that more product and therefore higher profit will be possible IF the process is successful. Continue to issue Press Releases to keep the company name in front of current and potential investors.
5) Issue a summary Press Release that notes the continuing attempts to 'improve' on the process by adding additional equipment and/or more modern technology to the circuit
6) Stop issuing Press Releases for an extended period of time.
7) After long period of silence, issue new Press Release that does not mention anything about the success or failure of the prior (cough-cough) R&D. Point in fact: there was NO success...EVER. Press release should indicate 'something' may occur by a later date.
After a period of a month or two, issue another Press Release that suggests the company has acquired additional products/items/technology/individuals/locations (take your pick) that may/could possibly be financially successful.
9) Repeat #s 1 through 8 above (inclusive) for as many years/decades that one can get away with the BS.
10) Slap self along side of head and say "Damn, I KNOW I AVE seen this some place before, it IS ..........!!!!!
I am POSITIVE that I have seen/experienced this scenario!!!!
