A few things to consider with Costco. The two Costco’s I’ve been in have Phone Center Kiosk with a rep available to sell phones and plans. I would imagine this is the department bsafe Mobile will be offered.
Also, Costco offers Auto Insurance through Amerprise Auto and Home Insurance. This could become another avenue for sales.
