Because the Nov 27 update stated, "are finalizing a grant application", I think it's fair to assume they where shooting for the Dec 4 2017 deadline and not the application deadline due in March 2018. I hate the vagueness in the updates which leads to so much conjecture. The link they provided was for March. Confusing, yes.
