I'm not saying this is the case, but it would be logical. 90% of what we hear about in cannabis is THC and CBD, and they may be what's in the greatest supply. People who directly smoke, or utilize the plant directly to make whatever are getting some portion of over 200 other components, some which may be beneficial, others which might be detrimental. I believe OWCP and others approaching it scientifically are learning the good and bad about all that can be extracted from the plant.
I once went into a small gold mine that wasn't very profitable. One thing that was rather fascinating was a table which after the ore was ground into a very fine size separated all sorts of lower priced metals, not nearly as valuable as the gold. It was a very small operation and the owner assured me that in most mines the majority of the other metals would be wasted, but he collected everything he could. I believe that OWCP is trying to do much the same with cannabis, identify and use everything that it can be broken down to if they can find a way to use it beneficially, and if not, eliminate anything which may be harmful.
I would suspect that many people who didn't like whatever their experience was with marijuana really didn't like what they felt from that specific plant. A drug that's the same every time is very different from what you get from the hundreds of different varieties of the plant generally called cannabis.
