I think people need to understand the OWCP busines

To generate funds, once safe they have a second path which will allow their products to be sold where such sales are legal for products that utilize cannabis, but the ultimate is gaining full drug approval.
To facilitate their plan they have a contract with Emilia who can provide their product to those who align with OWCP, but it's the choice of partner whether they want to sell drug produced by Emilia, in agreement with terms established by OWCP, or produce it themselves.
Of course nothing would prevent OWCP from changing it's plan, they could decide to sell in Israel, for instance, but that's not the plan right now.
I suspect their plan for the U.S. is uncertain as it's unclear what will, and what won't be allowed here. If one company could honestly handle their products in all State's where they're legal it would be simple, but that doesn't appear to be the case, but I could be wrong about that. A big Pharma could almost certainly do it, but it would amount to a serious change in the direction big Pharma has taken in opposing cannabis in essentially every form.
I believe that California is the biggest single market in the U.S. We have an economy that's number 6 in the world when compared with other nations. A partnership with a company that would give OWCP access to the California market would be huge IMHO. California has also made it clear that they'd fight any Federal action involving the industry considered legal by State law.
Knowing our cream is safe would certainly be good news, and should boost the price, Establishing a partner who'd market our product in California would be huge news and could return the price to the roughly half billion market cap it had previously achieved, and perhaps more. Of course it could be much larger than that as additional States or Countries are added to the list of places our products can be purchased once they're at least proven safe, and perhaps demonstrated to show efficacy.
