To me it will come down to stringent laws and fines which persuade the public to quit texting and calling while driving.
If I had children, or anyone, driving MY car under MY insurance policy, they would abide by MY rules and use the bSafeMobile App each time they got into MY car. Being able to document the use of cell phone useage is huge for parents to have the ability to suspend driving privileges. For a 17 - 23 year old, losing driving privileges would be much worse than having to pay a fine.
