That's how the seat belt laws started. I think they were called secondary laws. Distracted driving should be fast tracked since you can kill other innocent people. The original legal argument for seat belts was that the driver shouldn't be forced to protect themselves. Civil rights argument. Go DD laws and ONCI will really go. Go ONCI
