With between 5 and 6 billion in tradable authorized shares and another 8.5 billion (not sure if we're at that yet...but the plan is that we will be) in shares held in the ICB, it will take major news on a billable contract (not a proposal or LOI) to get this to move. I wouldn't expect to see any movement above .0003 until the reconstruction is over.
