If they really smashed them like they do the little guys, the fabric of American society would come undone. The government won't let these guys go under even when they fail on their own. The government certainly isn't going to shut them down with crippling penalties when they're willing to bail them out.
The medicine would be worse than the disease if you try to burn out all the corruption at once.
