Unfortunately, the whole point of spoofing a number is the same as spoofing an email address. The number or email being spoofed is a real one and belongs to someone who is NOT guilty of anything.
Barring your mother in law's number only blocks her - possibly a good thing for some people - but the real miscreant just goes on to use some other number.
If you have a telezapper and a standard landline, and wait until the second ring to answer, the telezapper identifies many robocalls and zaps those so they are gone by the second ring.
I understand NOMOROBO can do the same for internet and cell calls The way Nomorobo works requires the phone to ring in your house AND online at Nomorobo which answers before you do and intercepts (terminate) the robo call before you answer. So it only works for lines that can be sent to more than one place.
