Who is going to pay ONCI the $200 - $250 cost for the App? If it's Progressive (or any other insurer) what's to keep a customer from changing insurers? Now Progressive has just lost $200 - $250 each time a customer switches (and they will).
It's actually a catch 22:
1. Progressive buys the units from ONCI to give to customers. Customer leaves (for any number of reasons) and Progressive never recoups the investment. Lots of money lost unless Progressive attempts to track each customer down to pull unit from vehicle. Still, lots of money lost.
2. Progressive buys units and tries to pass cost to customer. Customer sees it as a cost of insurance and buys from Geico.
ONCI becomes a not-for-profit company and donates the product in the name of saving lives. Not many investors interested in that particular aspect I wouldn't imagine.
