In NY, there are slots that ARE owned by airlines and purchased from the NY-NJ Port Authority. I believe that only applies to LGA, JFK and EWR airports. I don't think Stewart has slot restrictions. As you can guess, all the slots during peak hours are spoken for so it requires bartering with an airline to obtain one. Airlines can also lose their slots for non-use.
